Summary Under General Supervision, is responsible for assisting with reviewing grant, budget amendments and reallocations, tracking and processing invoices, monitoring and reporting any financial changes in agency service delivery, researching and analyzing documents presented for reimbursement from grant programs. Monitors agency compliance with established contractual, fiscal, federal (HRSA) and state (TDSHS) guidelines; reviews and processes contractor payroll records and requests for reimbursement/payment; monitors project budgets and performs related duties as required
Duties and Responsibilities - Assists with agency grant budget amendments and reallocation of funds
- Processes and tracks the timeliness of invoice processing for all grant invoices and prepares a weekly report to the Business Services Manager.
- Monitors and reports grants personnel vacancies
- Monitors the fiscal activities and budgets of grant funded projects, ensures contractual compliance with the funding regulations of the appropriate funding source and reports any fluctuations in agency spending
- Conducts interviews with service provider staff regarding payroll and operational expenditures and requests for reimbursement that comply with funding regulations
- Compiles statistics, fiscal and performance reports and forecasting plans as required by department
- Prepares contractual analysis information on projects funded by state and federal sources
- Assists with the drafting of agreements, requests for proposals (RFPs), contracts and project documents for legal review and action by Commissioners Court
- Processes all service provider payments, prepares state and federally required financial forms and source documents
- Participates in public information workshops, training, and public hearings related to program activities
- Provides technical assistance to service providers on contractual compliance as it relates to fiscal issues
- Performs related duties as required
Minimum Qualifications - Graduation from an accredited college or university with a Bachelor's degree in Finance, Public Administration, Social Services, Behavioral Science or a closely related field and two (2) years' office management experience or an equivalent combination of education and experience
- Good knowledge of grant funded program administration, budget administration, state and federal funding requirements, OMB Circulars and Uniform Grant Management Systems
- Skill in communicating effectively verbally and in writing
- Ability to organize and report information; ability to operate personal computer, typewriter and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County Employees, outside organizations and the general public
- Must have a valid driver's license
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- May be required to work more than 40 hours during the workweek
Working Environment and Physical Demands: - Constantly working in indoor conditions with local area travel.
- Occasionally moves items weighing up to 5-10 pounds.
- Occasionally moves about the office.
- Frequently communicates with others; must be able to exchange accurate information.
- Constantly operates a computer and other office productivity machinery.
- Positions self to perform essential functions.
- Must be able to remain in a stationary position
