Job Description
PURPOSE SUMMARY.
Oversee the administration, supervision, and strategic management of the Court Compliance Division, which includes planning, coordinating, and directing of division operations in alignment with the local DWI program, county misdemeanor compliance program, and other court-related efforts.
ESSENTIAL DUTIES
1. Leadership and Supervision
Provide oversight for the Division’s goals, operations, budget, and personnel.
Direct daily activities, assign tasks, resolve operational issues, and ensure alignment with departmental program goals, services, objectives, and timelines.
Design and facilitate staff training, develop tools and resources for the performance of their duties; maintain accurate records, conduct analyses, and ensure data integrity.
Coach, counsel and discipline staff and conduct performance evaluation.

Establish performance goals with staff that align individual goals with the departments and the County’s strategic framework.
Foster a positive work environment by promoting morale, motivation, and professional growth.
Lead the development, execution, and evaluation of the local DWI and misdemeanor compliance programs.
Collaborate with finance staff to monitor budgets and manage multiple revenue sources supporting program operations.
2. Operations and Planning
Participate in planning meetings with department leadership to coordinate ongoing and future initiatives and provide project updates as requested.
Develop project schedules and timelines, prioritize tasks, allocate resources, and ensure timely execution for program priorities.
Contribute to the formulation of departmental goals, objectives, future initiatives, and performance benchmarks.
Communicate project updates, challenges, and staffing concerns to leadership and team members to ensure resolution.
Engage with community stakeholders to prepare and submit the annual DWI grant and distribution applications.
Assist in policy development and ensure consistent implementation and compliance.
Review and evaluate division operations, recommending improvements to enhance efficiency and effectiveness.
Support budget planning and justification, monitor expenditures, and forecast financial needs.
Continuously assess service delivery methods to optimize performance and outcomes.
3. Program Development and Implementation
Prepare detailed reports and analyses to meet the requirements of the programs and inform management decisions.
Serve as liaison and participant in collaborative partnerships across divisions, departments, and external agencies.
Enhance program visibility and public awareness of division programs.
Strengthen community partnerships by sharing resources and information with local service providers, judicial agencies, and government agencies.
Represent the department and its programs at local, state, and national events and workshops, community meetings, and other events as requested by the director.
Maintain awareness of community trends and emerging issues that may impact division operations.
Direct the completion of the LDWI accreditation process and maintain the designation.
ADDITIONAL DUTIES. Other duties may be assigned.
QUALIFICATIONS.
A. Education. Bachelor’s degree in Social Services, Public or Community Health, Family and Consumer Science, Criminal Justice, Public Administration, or related field is required.
B. Experience. Four years of related experience in program planning, administration, grant writing, case management, probation, or court procedures. Two years of supervision and management experience.
C. Education/Experience substitution. In accordance with County policy.
D. Licenses/Certifications. Valid driver’s license. Must maintain a satisfactory driving record in accordance with County policy. No DWI conviction within three years of application and must not be convicted of such while employed in the DWI program.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass a background and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Knowledge of: relative health and human services programs, principles and practices of social services, court procedures, or public health administration; program planning, implementing, and evaluating; data collection and analysis, reporting, trend analysis, and programmatic evaluation; border population, and health disparities in the border region; fundamental knowledge of federal, state, and local DWI and applicable misdemeanor laws; and principles and practices of effective supervision, leadership, training, and performance evaluation;
Skill in: Excellent computer skills, which include MS Office Suite and statistical software; excellent communication skills with direct projects, contractors, and staff; facilitate meetings; and develop and maintain cooperative working relationships with stakeholders.
Ability to: Have leadership capabilities that include conflict resolution, staff development, and motivational skills; adapt to changing needs and priorities as circumstances dictate or as directed by Management.
Compensation Range
$70,387.20 - $114,816.00
