Job Description

Special Assistant to the Chief Innovation & Technology Officer

This position will help develop and advance critical projects and innovative policy and operational initiatives in the City of Clevelands Department of Innovation & Technology, and generally support the Chief Innovation & Technology Officer (CITO) to developing and implementing catalytic innovations and technologies across the City of Cleveland. The role works closely with key leaders in Mayor Bibbs administration, City Council, and external stakeholders, reporting directly to the CITO.

Examples of Duties

  • Evaluate and recommend new automation technologies. For selected technologies, manage and coordinate installation, testing, and documentation, then hand over to departments or managers for daily operations.
  • Maintain primary responsibility for supervisory and budgetary duties associated with technology projects.
  • Keep current knowledge of technology trends affecting Cleveland automation.
  • Identify and evaluate new technologies relevant to Cleveland automation objectives.
  • Coordinate technology implementation with various operating departments.
  • Formulate overall strategy and plans for Cleveland technology functions.
  • Maintain communication with internal customers and external vendors.
  • Perform other jobrelated duties as required.

Minimum Qualifications

  • High School Diploma or GED required.
  • Associates Degree in Computer Science, Business Administration, or related field, or equivalent experience.
  • Four years fulltime paid experience in project management; certification may substitute for degree, with experience credits as specified.
  • Computer proficiency and familiarity with the Internet.
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint, Access); Microsoft Project desirable.
  • Ability to lift and carry a minimum of 30 pounds.
  • Valid State of Ohio Driver's License required.

Responsibilities

  • Serve as expert advisor and consultant to the CITO, who manages the Offices of Information Technology and Services, 311 Resident Call Center, and Urban Analytics and Innovation.
  • Provide project level leadership and management of strategic initiatives on behalf of the CITO, representing the Department in meetings and working with internal and external stakeholders.
  • Support the CITOs strategic and operational initiatives to improve technology services and education for City staff and residents.
  • Conduct research, coordinate stakeholder work, and develop reports, presentations, memoranda, or other written workproduct.
  • Serve as liaison between the Department and other Departments, Divisions, and Offices within City Hall, as well as other governmental entities and external vendors and stakeholders.
  • Other duties as assigned.

Additional Minimum Qualifications

  • Skills and Abilities
    • Ability to communicate complex information and explain technology clearly, efficiently, and persuasively in writing or orally.
    • Critical thinking and ability to develop and implement innovative/creative policy initiatives.
    • Strong project leadership and management skills, including collaboration and managing competing interests of stakeholders.
    • Ability to work independently and manage multiple complex assignments under deadlines.
    • Ability to use data to assess current state and develop new policies, practices, and processes.
    • Ability to establish and maintain effective working relationships with government officials, community organizations, education institutions, and technical vendors.
  • Knowledge and Experience
    • 3+ years in technology, especially applications development, systems administration, and systems integration.
    • Experience leading and/or managing large IT deployment projects.
    • Experience using data, including identification, collection, analysis, and visualization of relevant qualitative and quantitative data.
    • Experience in front-line customer service (e.g., call center, healthcare office, hospitality, retail).
    • Proven understanding of business management processes, especially financial/budgeting, human resources, marketing/PR, and purchasing.
    • Familiarity with contract law preferred.

Education

  • Mandatory: Bachelors degree in Computer Science, Engineering, Information Technology or related field from an accredited college or university, or equivalent experience.
  • Preferred: A Masters degree or higher (e.g., J.D. or PhD) in Business Administration, Law, Management, Public Policy/Administration, Urban Affairs, or related field.
